Monitoring and Evaluating Employment and Vocational Training Programs

  • The World Bank, the French Development Agency and the Center for Mediterranean Integration organized a regional knowledge sharing and capacity building workshop on Monitoring and Evaluation (M&E) of employment and Technical and Vocational Training (TVET) programs.


    The workshop, which was officially launched by the Moroccan Minister of Employment and Social Affairs, sought to increase awareness and support government agencies in CMI member countries to develop more robust M&E systems for their employment and TVET programs. Specifically, the three-day event combined theory with practice and provided: (i) a platform to discuss the rationale and use of M&E to inform decision making; (ii) participants an overview of different M&E tools and approaches that they can apply in ongoing or planned initiatives and reforms; and (iii) a forum for south-south knowledge exchange between participating countries.


    A total of approximately 80 technical and high-government officials from Egypt, Jordan, Lebanon, Morocco, Palestinian Authority, Tunisia, and Turkey participated in the activity, all of whom shared their experiences designing and implementing M&E activities in their respective countries.


    The workshop evaluation showed a nearly 100% satisfaction rate; knowledge exchange, networking opportunities and capacity building were particularly emphasized by participants, together with group works and direct interaction with speakers and experts.


    Final recommendations were issued on the appropriate design and timely implementation of M&E systems, the publication of M&E results, the need for capacity building and the importance of raising awareness of decision makers about using M&E outcomes to effectively improve project targeting and performance. Participants also expressed a desire to conduct further joint work on concrete case studies and “success stories”.


    It is planned to continue exchanges through the Middle East and North Africa (MENA) Community of Practice on Employment and Social Safety Nets which facilitates south-south knowledge exchanges in nine countries (Djibouti, Egypt, Iraq, Jordan, Lebanon, Morocco, Palestinian Territories, Tunisia, Yemen), creating a space for practitioners from the region to share their operational experience, knowledge, and best practices on issues related to the design and implementation of employment and social safety nets programs.
