Background: The recent events across the Middle East and North Africa (MENA) are a strong reminder that one of the main challenges facing countries in the Arab World is to absorb the large cohort of young and increasingly well-educated labor market entrants into productive employment. The current inability to provide sufficient numbers of quality jobs as well as economic and demographic imbalances within and outside the region contributes to migration towards the Gulf, Europe, and North America. Better integrated labor markets within the Arab region and between regions are crucial in addressing the intensifying employment and development challenges of the Arab World. This requires smart migration management policies that aim at enhancing the benefits and reducing the risks of migration for key stakeholders by putting in place adequate local institutions, policies and programs and by fostering cooperation between migration sending and receiving countries.
Joint WB-IOM initiative on migration policy design and evaluation: Smart migration management for improved development and employment outcomes requires a factual knowledge base on existing government programs, migration agreements and migration interventions and the ability to learn from lessons of other countries. Evidence on the effectiveness of policies and programs is lacking due to the absence of rigorous monitoring and evaluation (M&E). Such evaluations are crucial for informing decisions to scale-up or redesign interventions and for contributing to the body of evidence-based knowledge on best practices. In order to fill these gaps and help developing and developed countries across and beyond MENA leverage the development potentials of well managed labor migration, a joint WB-IOM initiative will draw from the experience of both international organizations to support governments in the design and the evaluation of migration management interventions, with a specific focus on knowledge generation, sharing and capacity building.
The ‘kick-off’ event of the joint WB-IOM program is a workshop on the Design, Monitoring and Evaluation of migration management interventions convened by the GFMD and hosted by the Marseille Center for Mediterranean Integration (CMI) on June 13th-15th 2011. The list of invitees includes a large number of policy-makers and migration practitioners from MENA as well as other regions of the World to learn and share experiences on policy design and evaluation. The first day of the workshop will explore the rationale of migration management and the related design of policies and interventions; the second day will focus on the importance and methodology of monitoring and evaluation for evidence-based policy making as well as opportunities for knowledge sharing and cooperation. The workshop will provide the opportunity for regional and global knowledge sharing on migration management and set the stage for policy dialogue among key stakeholders on the role of monitoring and evaluation for improved policy making and enhanced development outcomes.
The workshop is also a concrete response to the recommendation made by governments at the 2010 GFMD meeting in Puerto Vallarta to harness data and research tools to help promote policy and institutional coherence and a ‘culture of evaluation’ around migration initiatives. The GFMD, established in Brussels in 2007 as a follow-up to the UN High Level Dialogue on Migration and Development in New York in 2006, is a states-led, voluntary process dedicated to informal, non-binding and outcomes-oriented dialogue. In its fifth year, the Swiss Chair-in-Office has selected as its flagship theme Taking action on Migration and Development – Coherence, Capacity and Cooperation. The Marseille workshop is the first thematic event to be organized in support of the work program of the 2011 GFMD under the Swiss Chairmanship. In the spirit of partnership and cooperation that the Swiss GFMD Chair advocates, the workshop will be co-chaired by the governments of Morocco and Belgium. The outcomes of this thematic meeting will be shared and discussed at the extended Friends of the Forum meeting on 01- 02 December 2011.
