UCLG conference on decentralization

The JWP was presented back to back the UCLG conference on decentralization in Tunis, May 29-30, 2012, to shed light on this unique collaboration in the Mediterranean region. It was the opportunity to discuss the potential and challenges of decentralization as well as hear voices of Tunisian local governments, national institutions, and civil society stakeholders.

They provided the members with an overview of their needs which encompass the following issues: the need for restructuring of the financial situation of the local authorities, leading to the need for innovative financial and institutional tools to transfer competences, including a specific focus on lagging regions to provide infrastructure and services to the citizen. It was a successful session insofar as it anchored the JWP process in a demand driven approach.

Furthermore, three studies have been launched, which will carry out national in depth analysis on an urbanization review, municipal finance, and decentralization (co-led by the World Bank and AFD). JWP members active in Tunisia reiterated their commitment to strengthen the Tunisian decentralization process as identified in the needs assessment and expressed by partners and counterparts in Tunisia.
