[Study Tour] Identification and Targeting Systems for Social Programs in Colombia and MENA Countries

  • The World Bank organized a knowledge exchange between the Colombian government and Middle East and North Africa (MENA) countries. The visit is one of the activities of the MENA Community of Practice on Employment and Social Safety Nets, which facilitates south-south knowledge exchanges related to the design and implementation of employment and Social Safety Nets programs.

     

    The delegation that participated in this session was aiming to learn about Colombia’s Targeting System for Social Programs (SISBEN) and the country’s efforts to develop a unified registry of social assistance programs.

     

    Objectives

    The objective of this knowledge exchange was to enable participating officials from Djibouti, Egypt, Jordan, Morocco and Tunisia to learn about the origins, legal context, targeting formula, data management, overall administration, and coordination mechanisms between central, regional and local governments related to Targeting System for Social Programs (SISBEN) .

     

    Scope of the Activity

    With World Bank support, many MENA countries were in the middle of putting together the necessary building blocks to develop Social Protection & Labor (SP&L) systems. For example, countries in the region have developed identification/targeting systems as well as unified registries to improve their social safety net programs.
