The International Labor Mobility Program team organized a discussion group on “International Portability of Social Benefits for Migrants.” The objective of the meeting was to gather experts for a final consultation on the bilateral social security agreements (BSSAs) report before its formal launch and dissemination in autumn 2015. Participants included representatives from the Ministry of Moroccans Residing Abroad and the Moroccan National Social Security Fund (CNSS), the Organization of Economic Cooperation and Development (OECD) and the International Labor Organization (ILO), and the main authors of the report. The report analyses four existing bilateral portability arrangements: France-Morocco, Belgium-Morocco, Austria-Turkey and Germany-Turkey. It provides an evaluation of the four corridors against a methodical framework and three selected criteria: fairness for individuals, fiscal fairness for countries, and minimal bureaucratic burden for countries and migrant workers.
